Case v Centreboard size

Case v Centreboard size was created by toddy
The fore aft dimension on the centreboard CASE is a minimum of 281mm (281-12)
The same dimension on the centreboard is a maximum of 280mm (268+12)
This would appear to be the ideal with 1mm clearance.
What happens if the centreboard is decreased in this fore aft dimension there will obviously be more clearance and the elastic will push the upper portion forward raking the centreboard backwards.
What are the consequences of this ?
Obviously it has to stay within tollerance and also the 1:20 vertical protrusion.
The same would of course happen if the case size was increased
